Les 21 Chinois qui ont certifié par leur signature et ouvertement annoncé qu'ils fourniraient leurs services juridiques en tant que représentatifs légaux d'avocats de la défense aux Tibétains, ont été sévèrement réprimés par les autorités.
Zhou Yongkang, le haut membre du Haut Comité du Bureau Politique du comité Central du Parti Communiste Chinois, et secrétaire du parti de la Commission de la Politique Centrale et de la Loi, a envoyé une note spéciale concernant ce problème; les cabinets d'avocats où ces avocats exercent, sont interdits par les bureaux/départements de justice d'accepter la sollicitation des Tibétains, l'enregistrement et l'inspection annuelle de leurs cabinets d'avocats sont aussi reportés.
Quand aux avocats eux mêmes, leur inspection annuelle et leur enregistrement sont pour la plupart d'entre eux, reportés.
Ceux qui ont certifié par leur signature mais qui n'ont pas encore participé à l'examen annuel subiront un sort identique, celui-ci sera aussi reporté.
Le président de l'Association du Barreau de Beijing, rapporte qu'ils utiliseront leur sagesse pour jeter le 'bol de riz' aux avocats qui marquèrent de leur signature leur nom sur cette déclaration.
Depuis la première dizaine d'Avril et jusqu'à maintenant, les uns après les autres, les cabinets d'avocats, où certains qui y travaillent ont signé de leur nom, reçoivent un avis de la Section Administrative des Avocats, sous la Juridiction du Bureau Municipal de Beijing:
Les avocats de votre cabinet sont impliqués dans certains cas sensibles, ainsi, l'inspection annuelle et l'enregistrement de votre cabinet seront temporairement reportés.
Le Kashag a fait un communiqué de presse le 3 Avril 2008 où il a salué les services juridiques offerts aux Tibétains par les avocats chinois de Chine.
Dans son communiqué de presse, le Kashag dit, "Nous sommes tout autant encouragés par la note selon laquelle les avocats, alors qu'ils expriment leur sérieuse inquiétude pour le bon traitement des Tibétains arrêtés, en appellent aux autorités Chinoises pour "obéir la constitution, suivre les procédures légales dans le cours des arrestations de Tibétains... sans tortures durant l'enquête avec le respect de l'indépendance du système juridique".
"Le Kashag voudrait remercier tous les avocats chinois qui ont pris sur eux pour protéger le droit juridique des Tibétains ainsi que celui du peuple chinois, et qui sont encore allés de l'avant pour protéger les Tibétains arrêtés, de l'attaque d'un régime enclin à courber les droits fondamentaux de son propre peuple d'une juste et impartiale représentation légale".

Chinese Lawyers suppressed for offering legal service to Tibetans
Dharamshala: The 21 Chinese lawyers who signed their signature and openly announced that they would provide to Tibetans arrested such legal services as legal representatives and defense lawyers were severely suppressed by the authorities.
Zhou Yongkang, the standing member of the Standing Committee of the Political Bureau of the CPC Central Committee and the party secretary of the Central Political and Law Commission, sent a special memo concerning this issue; the law firms where these lawyers are working were forbidden by the bureaus/departments of judicature to accept the entrust by the Tibetans, and the annual inspection and registration of their law firms would also be postponed.
As for the lawyers themselves, the annual inspection and registration for many of them have also been postponed.
Those who signed their signatures but have not participated in the annual inspection yet will also meet with the same fate that theirs will also be postponed.
The President of the Beijing Bar Association claimed that they would use their wisdom to smash the "rice bowl" for those lawyers who signed their names on the statement.
Since the first ten day period of April up to now, one after another the law firms where the lawyers who signed their names are working received the following notice from the Administration Section of Lawyers under Beijing Municipal Bureau of Judicature:
The lawyers from your law firm are involved in representing some sensitive cases, therefore, the annual inspection and registration of your firms will be temporarily postpones.
The Kashag released a press statement on 3 April 2008 welcoming the legal services offered to Tibetans by the Chinese lawyers in China.
In its press release the Kashag said, "We are equally encouraged to note that the lawyers, while expressing their serious concern for the well being of the arrested Tibetans, have called upon the concerned Chinese authorities to "obey the constitution, following the legal procedures in dealing with the arrested Tibetans..... no torture throughout interrogation and respect the independence of legal system".
"The Kashag would like to thank all those Chinese lawyers who have taken upon themselves to protect the legal rights of the Tibetans as well as Chinese people and have come forward to save the arrested Tibetans from the onslaught of a regime bent on curbing the fundamental rights of its own people to have a fair and just legal representation."
